New York City Launches Debt Resolution Program for Small Businesses and Homeowners

New York City officials have announced a debt resolution program that allows eligiblesmall-business owners and homeowners to resolve certain outstanding municipal fines at a reduced cost.

The program, known as Debt Demolisher, was announced by Mayor Zohran Kwame Mamdani and New York City Department of Finance (DOF) Commissioner Richard Lee. It allows eligible New York City residents to have accrued interest waived and settle qualifying debt at a discounted rate. Participants must comply with applicable agency regulations associated with their payment judgments.

City officials estimate the program will generate $25 million in revenue that might otherwise remain uncollected. Debt Demolisher was established under New York City’s Local Law 147 of 2026.

Eligible Debts and Violations

Debt Demolisher addresses unpaid Environmental Control Board (ECB) judgments involving a range of municipal violations. These may include building code infractions, improper mattress disposal, and other violations issued by city agencies such as the Department of Sanitation, Department of Buildings, and Department of Transportation.

Mayor Mamdani said the program is intended to help small-business owners and homeowners resolve outstanding fines while encouraging compliance with city regulations. The initiative is designed to make it more affordable for eligible residents to return to good standing and avoid additional penalties.

Eligibility Restrictions

Although many outstanding ECB judgments may qualify for resolution through Debt Demolisher, certain judgments and violations are excluded from the program.

Eligible judgments must not meet any of the following exclusion criteria:

  • Court docketing date: The judgment was entered in court, or docketed, after July 15, 2026.
  • Existing agreements: The judgment is covered by an agreement with the sheriff’s office, a New York City Marshal, the corporation counsel, or one of its contractors.
  • Certain citizen complaints: The judgment involves a violation issued pursuant to a citizen’s complaint served upon a city agency, such as an idling or noise violation.
  • Enforcement actions: An execution has been issued to the sheriff’s office or a New York City Marshal for enforcement.
  • Tax liens: The violation has been converted to a tax lien.
  • Criminal investigations: The violation is the subject of a criminal investigation.

Program Timeline

Debt Demolisher is scheduled to run through January 10, 2027. The initiative provides eligible New York City residents with an opportunity to address qualifying municipal debt under the program’s established terms.

The program was announced by the New York City Mayor’s Office and established through Local Law 147 of 2026.
