California Taps Former CFPB Director Rohit Chopra to Lead New Consumer Protection Agency

California Gov. Gavin Newsom has appointed former Consumer Financial Protection Bureau Director Rohit Chopra to lead the state’s newly created consumer protection agency. 

The new agency, known as California’s Business and Consumer Services Agency (BCSA), will oversee a wide range of regulatory and enforcement bodies, including the Department of Financial Protection and Innovation (DFPI), which supervises debt collectors licensed in the state. The BCSA will also oversee several other California agencies and boards, including the Department of Alcoholic Beverage Control, Alcoholic Beverage Control Appeals Board, Department of Cannabis Control, Cannabis Control Appeals Panel, California Horse Racing Board, Department of Consumer Affairs, and the Department of Real Estate. 

The BCSA was established through Governor Newsom’s government reorganization effort last year and is designed to centralize licensing, oversight, and enforcement functions across multiple sectors of California’s economy. State officials say the goal is to strengthen consumer protections while promoting fair competition among regulated industries. 

The agency is scheduled to officially launch on July 1, 2026.
In a news release from Newsom’s office, Chopra said the new agency would help safeguard consumers across industries ranging from healthcare and technology to financial services. 

According to state officials, the BCSA will prioritize issues such as junk fees, online privacy, and consumer data protection. The agency is also expected to increase enforcement efforts targeting scams, deceptive business practices, and other forms of consumer harm. 

Before officially assuming the role, Chopra’s appointment must still be confirmed by the California Senate. 

Chopra previously served as director of the CFPB from 2021 to 2025 and also held a leadership role at the Federal Trade Commission
